Speakers line up to report abuses by kids' agencies
Baca-led panel records claims at SB hearing

SAN BERNARDINO - They are stories people sometimes read about in newspapers or see on television: children savagely beaten, burned with cigarettes, or sexually molested by their foster parents.
Sometimes it's all of the above.
Rep. Joe Baca, D-Rialto, and state legislators Saturday heard such stories during an all-day forum at City Hall.
But the focus of the forum was to address another kind of abuse, that allegedly inflicted upon parents, relatives and others by child protective agencies nationwide.
Numerous complaints from people across the country about extensive abuses they say they have suffered by child protective agencies, primarily parents and relatives alleging they were stripped of their custodial rights, were snagged in a mess of bureaucratic red tape, and even falsely accused of crimes by inept social workers, prompted Baca to call the forum.
Representatives of Government Watch, the National Committee of Grandparents for Children's Rights and groups claiming to represent victims of child protective agencies also attended and served on a panel with Baca to hear and record the complaints.
The presentations were audio and video recorded and transcribed. Baca promised they would be sent to the appropriate state, county, federal agencies and legislatures for further action.
A resounding allegation Saturday was how child protective agencies push to adopt children out for profit instead of trying to place them in the custody of relatives. Child protective agencies receive state funds for every child they adopt out.
Critics told of children burned hundreds of times with cigarettes, being forced to swallow baking soda for punishment and being sexually molested by their foster parents.
When they complained to social workers, the complaints fell on deaf ears, they said.
Some alleged they were even accused of lying and had frivolous complaints filed against them by social workers to cover up their own blunders and avert an investigation.
``It's really been an eye-opener right out,'' Baca said Saturday during the forum in a maxed capacity City Council Chambers. ``It tells us we need some form of a uniform standard nationwide. Apparently there's been a lot of abuse.''
Baca said a critical element to fixing the system would be to ensure that social workers receive proper training, that stricter requirements be implemented for the certification of social workers, and that social workers and the whole child protective services system be held accountable for wrongdoing and subject to criminal penalties and fines.
While many of the grim stories heard Saturday told of ordinary people faced with extraordinary circumstances, some allegations were even more colorful, as if they were right out of an ``X-Files'' script.
Ted Gunderson, who said he is a former senior FBI agent, told of an international child kidnapping ring involving a conspiracy among the wealthiest, most powerful people in the nation.
Every day, Gunderson said, children are being kidnapped off the streets and sold into child prostitution and forced to participate in blood rituals and sex orgies.
He spoke of secret societies and dropped names like ``The Finers'' and ``The Illuminati,'' alleged social orders of affluent people holding most of the power and influence in government or society, including judges, politicians, and attorneys.
``The system, basically - is corrupt to the core,'' Gunderson said.
Whatever the stories were, they were all taken seriously.
Baca said he would first find out if Gunderson is legitimate before he inquires as to if his story is true.
``But it's something you can't take lightly,'' Baca said.
Arizona state Rep. Ray Barnes, R-Phoenix, said: ``If there's an international conspiracy, if there is an international selling of kids, we've got a problem.''
Critics residing in San Bernardino County who attended the forum hoping to speak got left out in the cold when time ran out at 5 p.m. and everyone was forced from the building.
Out-of-state speakers and those from outside Southern California were allowed to speak first.
But some didn't seem to mind.
``There are so many stories that need to be heard,'' said Raymond Matney, 53, of Redlands, who alleges he has never seen his son, now 7, who was adopted by a family out of state at birth. He continues his efforts to connect with his son and said he was never given parental rights because he wasn't married to the boy's mother.

I am a licensed private investigator with more than 54 years experience. This includes more than 27 years as a special agent with the FBI. At the time of my retirement on March 30, 1979, I was in charge of the FBI LOS ANGELES Division, which included most of Southern California. I had more than 700 personnel under my command, with a budget of 22.5 Million Dollars.
As a licensed private investigator I have specialized in exposing graft, corruption, and illegal, criminal activity involving public officials. The tentacles of these investigations have involved public officials at all levels of government: city, county, state and federal, and have reached as high as the White House. Most disturbing of all I have “chiseled in stone” documentation of an international criminal enterprise involving kidnapping, murders, including human sacrifices by Satanic Cults, and other nefarious criminal activity on the part of public officials and leading citizens in various communities.
Specifically, in regards to Child Protective Services in some areas and some states, I have been told by a reliable source, that a planeload of 210 children from CPS was flown out of Denver, Colorado on November 6, 1997 to Paris, France. Later a second plane of children also under the care of CPS was flown from Los Angeles to Europe. I have also developed information through credible and reliable sources that in the past, children have been taken from Foster Homes, orphanages, and Boys Town Nebraska, and flown by private jets from Sioux City Iowa to Washington D.C. for sex orgies with politicians.
I have interviewed witnesses who were active in an international child-kidnapping ring, who advised me that, of the thousands of children who disappear every year, many are auctioned off, at various locations throughout the country. This kidnapping ring involves a case under investigation known as “The Franklin Cover Up.”
One of my sources advised that he has attended six such auctions, with six to thirty six children being auctioned off. These locations are identified as fifty miles outside Las Vegas, Nevada, Toronto Canada, Houston Texas, an unidentified location in Michigan and a barn outside Lincoln Nebraska.
This source informed me that the children range in age from 2-21, both boys and girls. They are usually placed on a stage or platform, in their underwear with a number attached to a string around their necks. The perpetrators bid on the children by number. The location outside Las Vegas was at a small airport. Some of the children were auctioned off to foreigners wearing turbans on their heads. The children were placed in private planes from which they took off. Other children were placed in campers. They were drugged so that if police stopped them the kidnappers could claim their child was sleeping. This same source advised me that when he was ten years old he was used as decoy in public places to attract other children his age to that area, where the adults would grab the kids and flee. This source also informed me that in his early teens he made more than 100 trips around the world transporting drugs. Often he would be given instructions to fly to a city where he would be met by a strange couple, who would have 5-6 different passports from different countries with different names for three of them, for the purpose of making drug drops.
In the early 1990’s, following the circulation of "The Franklin Cover-up" for almost a year, the Yorkshire Television of England sent a topnotch investigatory team to produce a documentary on the Franklin Cover Up. They conducted a national investigation for 10 months, interviewing, filming, and documenting the Franklin story, finding new witnesses, and uncovering new evidence. Their documentary, "Conspiracy of Silence" was scheduled to be aired nationwide on the Discovery Channel on May 3, 1994 at 10 PM. It was listed in the national publication, "TV Guide". When certain members of congress learned that Conspiracy of Silence was to be aired on national TV, the cable industry was threatened with restrictive legislation, the rights to the documentary were purchased by unknown parties and all copies were ordered destroyed. It never aired.
Approximately six months ago I ordered a copy of the TV Guide for May 3, 1994. Even though Conspiracy of Silence had been listed for this date in a previous issue, the most recent issue of TV GUIDE, listed a documentary on Nature in its’ place. It’s apparent the TV GUIDE for this date was reprinted. I then visited the LA TIMES LIBRARY, reviewed the TV log for May 3, 1994 noted that Conspiracy of Silence was listed to be aired on that date at 10 PM. I had a contact on the East Coast review the TV log for the PHILADELPHIA ENQUIRER and noted Conspiracy of Silence was also listed in their TV log section at 10 PM, May 3, 1994. I have a bootleg copy of this documentary, which is available.
I developed information from a credible source in a major city in Southwest U.S. that there is collusion between judges, attorneys and underworld criminals. Children in the system, are adopted, four thousand dollars is given to the people who adopt, and the children’s names are changed and each child is re-adopted up to 75 times, with four thousand dollars going to each adoption every time. The Federal Government Adoption Bonus is given to these judges, attorneys and underworld criminals it is split among the three groups of child traffickers.
As an outgrowth of my involvement in the Franklin Cover Up Case from Omaha, I learned that a covert CIA operation known as the Finders based in Washington D.C. which was actively involved in kidnapping and international trafficking of children since the early 1960’s. This matter was brought to the attention of the FBI and State Department in February 1997. A report by the Metropolitan Police Department was classified “Secret” in the interest of National Security. The investigation by the FBI was closed down, however according to a US CUSTOMS investigative report, portions of which I will now read, “the Finders became a CIA internal matter.” I have given this information to the FBI on seven occasions, and have demanded an investigation for the international kidnapping and trafficking of children.
Let me read directly from the US CUSTOMS REPORT ABOUT THE FINDERS….
I have been involved for several years with a case involving what appears to be corruption by Child Protective Services in the State of Colorado. Furthermore there has been a total lack of consideration or follow up to investigate these matters in both states of Colorado or California. It is alarming that there is a similarity between the CPS Colorado Case and the Finders of Washington D.C. with the specific reference to a nanny placed in the home.
I have personally written to the authorities in Colorado regarding this case and have had no response. The case involves an adoptive woman’s children being given to her nanny, and you will hear this case from her next.

My name is Judi Chase. I have been a licensed foster parent for 7 years both in Colorado and Los Angeles County. I have served on the Advisory Board of the Inner Circle Foster and Adoption Agency in L.A. I have fostered two 18-month-old special needs boys, who were born drug exposed with many additional diagnoses. One attends a day-treatment school and the other a school for children with Autism. I have finalized both of their adoptions and they are now both 7 years old.
I have conducted Creative Arts Teacher-Training Workshops in hundreds of LA Unified Schools, have served on the faculty of both UCLA and Cerritos College as a Drama Specialist. I am also the President of the Earth Harmony Foundation, a non-profit children’s rights and environmental protection foundation, established in 1997. In addition I am the Co-Chair of the International Children’s Rights Committee, dedicated to raising public awareness on the plight of foster children and missing and exploited children.
The Congressional Coordinator has requested that all speakers submit a chronological timeline of their case in their evidence book. I have done so and in the interests of time, I request that it, and the intervention hearing documents, along with the full written text of my remarks today be entered into the formal record of this hearing.
I believe there is a lack of adequate protection of foster and adoptive children, and I am here to be a voice for adoptive parents across the U.S. I am here to call your attention to the need for urgent and critical reform of our broken foster care system, which I have witnessed from my perspective both as a children’s rights advocate, and as someone who has first hand experience as an adoptive mother whose civil rights, and those of her foster children were ignored and violated by Denver Department of Social Services.
We all know that someone kidnapped Elizabeth Smart at night and held her hostage for nine months before she was rescued. Unfortunately, I believe that my two Colorado adoptive twins were victims of a more subtle and deceptive kidnapping plot. When someone came into my home posed as a nanny, and then gained legal custody of my adoptive children, Darius and Patricia, with the active complicity of Denver Social Services, and that this was part of a large child trafficking network, which I further believe was responsible for the murders of both my husband David Chase, and my private investigator Retired Ohio Police Detective, Phil Harris, in order to prevent them from revealing what they knew about this same child trafficking/child pornography ring.

Here very briefly is my story…
In September of 1994, my husband David and I, were thrilled to learn that the Denver Social Services, through a private foster agency, wanted to place with us, a set of interracial twins, seven months old, born drug exposed with special needs. Their birth mother had already lost custody of two previous children, which her own mother had adopted, and stated she could not take on any more. Social Worker Mary Saunders had stipulated that the twins be placed with fully qualified and licensed foster/adoptive parents like us, so the twins would not have to moved again, should the parental rights be terminated, which looked very likely given the birth mother’s history. We accepted them with the knowledge that our adoption of the twins’ was the hoped for outcome, although not guaranteed, since there was always the slight chance that the birth mother could make a turn around and get them back.
We had been raising the twins for a year, when my suddenly m husband went missing on June 6, 1995. After David had been missing for one-week for a homicide investigation was begun, and Social Services demanded that I hire a live-in nanny, even though I had ended my part time job, and had no need of a nanny. Social Services said “You must have a nanny in your home, otherwise we’ll take the children away.”

A woman called and requested the position and I hired her and she moved in with the twin's and me. My husband's body was found in Bear Creek 47 days after he had disappeared with a fractured neck, abrasions down both legs and thighs, and his left hand almost completely severed. Even though homicide investigator Don Olin said…”charges of murder or manslaughter should be filed against our neighbor the person last seen with him” and his 600-page homicide report requested the arrest of this person, no arrest has ever been made.
Six months after David’s death, Social Services informed me that the twins mother was now in full compliance with her treatment plan, and that they were no longer going to request termination of her parental rights. Instead they were recommending her reunification with the twins over a six-month period. Because I loved and adored Darius and Tisha, I then requested to complete the twin's adoption, if reunification with their birth mother failed for any reason. In answer to this request to adopt the twin’s, their DDSS case supervisor Jane Martin, told me, quote… ‘Yes. You could’.
Meanwhile I experienced another shock. One afternoon someone I couldn’t identify, started shooting an automatic weapon, like a machine gun, into my backyard where I was playing with the twins. The police came and took a report and told me there was nothing they could do unless someone was harmed! Obviously, I was extremely concerned for our safety. I was also concerned because the murder suspect the police had focused on, lived just around the corner to my mountain home. And during this time I was also followed and harassed in other frightening ways.
So I decided that I needed to move, and sold the house and relocated most of my belongings to a new house in LA, while maintaining the required dual residency in Denver in order to be able to adopt the twins, by sharing a house leased by my former nanny and her mother, until the courts ruled on the twins' permanent custody. I was invited to move in by my nanny and I spent 2 months living there.
Since DDSS Supervisor Jane Martin had stated that they were no longer going to request the judge to terminate parental rights, but instead request a 6 month continuance on the case, in order to reunify the twins with the birth mother. Sadly, I had no choice but to step aside, with the assurance that I could complete the adoption of the twins if reunification failed. I was heartbroken but I felt I had to hand the twins back to DDSS, to be moved to the safety of a brand new foster home during the week, and to live with their birth mother on weekends.
Strangely, I soon began to feel that this house was also unsafe, after witnessing strange and possibly criminal activities, going on in the house especially with regards to the basement. I was concerned by the mother’s early and continual daily consumption of alcohol, and reported this to the foster agency requesting them to license a new home which I had put a deposit down on for myself and the twins. To my great surprise the agency refused, ordering me to remain in this house, or relinquish care of the twins! I had alerted the foster agency about the dangers of this house and expected them to report this information to Social Services.
I relocated back to L.A. to work as the National Program Director for the Whole Life Expo. I prepared a bedroom in my new house should the twins become available for adoption. I transferred my foster care license to the Inner Circle Foster and Adoption agency. Social Worker, Rosie Virzi wrote a letter supporting my adoption of the twins and approved my home study.
Six weeks later, on the day after the Twin's Feb. 14th court hearing, I telephoned the their Guardian Ad Litem, David Keene, who informed me that the birth mother's weekend custody had only lasted a couple of weekends, and that she had vanished and that Judge Wakefield had terminated her parental rights, which freed the twins up for adoption after all!
The GAL then stated that the temporary foster home of the past six weeks was planning on petitioning the courts to adopt the twins and he recommended that I immediately retain a Colorado Attorney to petition the courts for intervention, which I did. DDSS did not notify my new foster and adoption agency in LA as I had requested in writing. Instead, unbelievably, they recommended that their current foster mother be allowed to become the twins' new adoptive mother, after only being in her custody for a few weeks, with complete disregard for the fact that the twins and I were already deeply bonded over the past year and a half, through the kind of care and commitment necessary for two infants recovering from pre-natal drug exposure!
I then learned that the new prospective mother was none other than my former nanny. Why did Social Services secretly and deceptively license my nanny and her mother and the very home that I had notified the foster agency was unsafe as being new foster home?
Why did my social worker Melissa Carson lie to me that she had made arrangements to borrow her friends truck in order to move the twins crib and many boxes of clothes and toys, when she had already licensed that same home and was not moving the children anywhere?
And why was my former nanny, after pledging to assist me in my heartfelt desire to adopt Darius and Tisha,now actively and passionately blocking my efforts to finalize my adoption of the twins and mysteriously offering herself as their rightful guardian. It was truly something beyond my wildest imagination.
My attorney John Canny stated to the court that the standard applied in the court's ruling. Should be ' best interests of the child'. Once again, inexplicably, the County Council stated the courts standard should be ' when two foster homes petition to adopt the same children, courts must rule to leave them in the home they currently reside, unless there is sufficient evidence that warrants them having to be removed'.
My Private Investigator Retired police Officer/Phil Harris had been conducting a homicide investigation into my husband's death and was following my nanny because he had information connecting her to meetings with the murder suspect. He believed that they were jointly involved in a drug/child trafficking ring. He testified that he witnessed my former nanny-abusing baby Tisha by violently shaking her and angrily speeding off in her car afterwards. He had reported this incident to the local police and had written up a child abuse report, which was presented to the court and which I have here.
Judge Wakefield had a different interpretation of my investigator’s report, stating: ‘I was really shocked that parties, would engage in that kind of activity, smacked of witch hunt, not entirely necessary. The information was alarming and extremely concerning.
Judge Wakefield also chose to ignore the recommendations of a long list of character references, and adoption support letters from many qualified professionals who wanted to support me in my desire to adopt the twins. These letters included four different Social Workers from four different counties, and two of them testified in person on my behalf. The twins own personal physician, two therapists, a specialist in Early Childhood Special Ed. a Marriage and Family Therapist, the Deputy Regional Administrator L.A. County Children Social Service who is also an ordained Religious Science Minister. (Approximately fifteen to twenty letters in all)
My Petition requesting Intervention was denied and I returned to LA without the children and devastated, and their 20,000 of trust fund depleted on legal fees.
Three days after giving his court testimony, Phil Harris telephoned me, and said that he had learned…on the morning that he gave his ruling in this case, Judge Wakefield had received a phone call from someone high up in Colorado politics ordering him not to move the twins from where they were . A few short days after this phone call, Phil Harris was taken to the hospital, where he was diagnosed with some kind of poisoning and was sent home where he had a heart attack and died later that day. Had some type of poising that could induce a heart attack been slipped in his food or drink? Several years later, a team of new private investigators, continuing the investigation into my husband's death, reported that several people, including a social worker, had witnessed the murder suspect in meetings with my former nanny. A short time later, a woman told me her fiancé, who was an attorney who had never previously met me, had received information about my husband’s murder. She set up a meeting for me to meet with him. He agreed for me to tape record his statements and I would like to play a one-minute excerpt now, as he wanted to co-present this testimony today but was unable to be present. (Plays tape)
EXCERPT FROM TAPE:
“The first time I heard about David Chase was September or October 1995. I was in the quote, unquote sitting room of the New York County trial lawyers Association in Manhattan, New York City, New York. A small group of attorneys was sitting around telling war stories, i.e., talking about cases that they were handling. I did not personally know any of these lawyers; I simply had seen them around the courts. A judge whom I had never appeared before came over and introduced an elderly man and he identified him as a retired judge from Denver, Colorado. Within about 10 minutes the Judge said he wanted to tell us a hell of a story, but that every word he spoke was true, and that some of his friends had told him of these events.
In a nutshell, this retired Colorado judge told us that an individual named David Chase had been murdered and that he had been murdered because he had inadvertently come across information regarding the exploitation, kidnapping of children, including child pornography, including the reselling of these children to wealthy individuals, either in the states or abroad. The second time I heard about David Chase was from one of the attorneys who had sat in on the original or initial conversation with Judge X who stated that he had done a little research on his own and in fact he did find out that there was a David Chase who was murdered on the day that Judge X had indicated, and he did find out that the children Patricia and Darius were indeed missing”.
This attorney also stated that this Denver judge said that this network was referred to as ‘The Fat Cats’, the same term as used in the Jon-Bennet Ramsey ransom note in Boulder which was 30 minutes from where I lived in Evergreen.
The judge stated that… this network was abducting children and procuring legal custody of foster children for illicit activities and that the ‘wagons had been circled’ around David Chase’s children for these illicit activities.
When the attorney asked, “What does that mean? Judge X replied that… he was not at liberty to go into details.” The judge went on to say that David Chase was missing for 47 days, and his widow was walking the river looking for him.
“Yes, I was. Sometimes even with a friend, each of us with one of the twins in a backpack on our backs.” But how did these people know that? It was never reported in the news. In September and October of ’95, when the judge and these attorneys had this conversation, I was still the twins’ adoptive mother and they were living with me. Little did I know that this network was broad and far-reaching, able to influence judges, the Social Services, and others trusted to protect the rights of children.
A private investigator in Georgia began working on my husband’s case and received information from an FBI agent that my former nanny had only kept the twins for a very short time, before passing them onto someone else. If true, this was truly shocking information, as Social Services had presented my former nanny to the court as the final and permanent adoptive home for the twins.
About a year later, I worked with yet another private investigator, Duane ‘Dog’ Chapman who recently captured…one of the FBI’s most wanted fugitives ‘Andrew Luster. Duane happened to know my former nannies attorney and spoke with him one day at the Denver courthouse, inquiring about the twins. Her attorney replied…"Oh no, she does not have the twins anymore, she never had any intention of adopting them, she worked as a middleman to pass them on to a third party in California".
I was stunned! Two unrelated sources had said that she had passed them off to somebody else. For what, I was thinking? I immediately passed this information on to the Colorado authorities. including Assistant DA, Kathy Sazak who requested the FBI investigate these allegations of child trafficking. However, the FBI agent Joe Schwecke. was unable to view the twins adoption records because they were sealed! Records of adopted foster children are always sealed, which makes it virtually impossible to track what happens to them!
Former FBI Agent Ted Gunderson, who has done considerable research into child trafficking organizations and stated there is one known as ‘The Finders’ which… plants nannies in certain homes in order for the nanny to make false reports to Child Protective Services so that the children can be taken by them.Ted Gunderson believes that my former nanny possibly was participating in a child kidnapping/selling network. He wrote to all the Colorado authorities to request an investigation, but did not receive even one response back! He is also extremely concerned that my and my family’s lives may be in danger, as there have been a series of visual threats in and around our home. A large fish head was placed in front of my house, then a rat’s head placed on the front porch, then two months ago, I came home to find the front door wide open and found an unusual bone with strange markings of 13 lines engraved in a parallel fashion under the dining room table. Finally, the words ‘Shark Fed’ were scratched on the door of my truck.
In Florida, foster child Rilya Wilson, was missing for fifteen months Before Social Services even knew she was missing. This created a national scandal. The media has reported that there have been several other attempts to abduct other foster children. The manner in which it was done…a knock at the door, two individuals presented documents to the foster parent with Official Social Services Letterheads stating they were there to take the Foster Child for testing.
In a Sun Sentenial news article of June 14, 2002, entitled…They Pose As Social Workers. “Police are looking for two people who posed as state social workers and tried to take a woman’s 4-year-old daughter, for the second time in a month. People pretending to be social workers, apparently attempt to abduct a child. The phony workers had a letter with personal information including Social Security numbers and birthdates for the girl and her father. The letter also had the name of the DCF Worker handling the girl’s case.
According to Lauren Stratford's book, Satan's Underground in her book about Satanic Ritual Abuse and Sacrifice. “There were fraudulent people who represented themselves as caseworkers of adoption agencies or heads of placement homes. They carried so-called 'legitimate' identification papers. Their purpose was to get unsuspecting and well-intentioned unwed mothers to sign away their babies to a pornography ring, or to people connected with other cults.”
Dr. Shirley O'Brien, of the University of Arizona, notes that it has been estimated up to 600,000 children are used by the 'kiddie porn' industry" in the United States every year. Isn’t it entirely possible that the huge demand for children to be used in child porn and exploited by pedophiles is supplied from our nations foster care system?
Sergeant Richard Valdemar, LA County Sheriff’s Department Major Crimes Bureau: an expert in child trafficking and satanic ritual abuse rings, has shared the following with me: “Child trafficking rings…transport the children from one place to another, and they are abused by one group of people after another, once children get into the system. Foster children, adopted children… any place where they can be procured from the regular system. They have people that are able to do this. Then the person who procured them is like their owner or broker; they don’t care what happens to their children, and actually volunteer their children for this kind of stuff. Sometimes a great deal of money is exchanged. Sometimes the children may be there for a few weeks to a few months.
Dr. Linda Steele, an L.A. based child psychologist, wrote on our Committee's behalf to Dr. Chris Veasy, manager of Denver Social Services to request an administrative review of the handling of the twin’s case. She also requested that the allegations of child trafficking of the twins be investigated. Additionally her request for Colorado Social Services to have the twins examined by a Doctor and Child Psychologist in order to rule out serious allegations that the children had been sexually exploited in child pornography and child trafficking and requested to be contacted directly. She also, has never received any response. Her letter is enclosed in my evidence book.
I do believe that there are well-organized criminal child trafficking networks infiltrating our nation’s Social Services Systems, in a variety of ways, and that the ramifications may be that thousands of US foster children are sitting targets for exploitation in illicit activities.
There has never been a satisfactory explanation given for what happened to Darius and Tisha, or to Rilya or to the other missing foster children, adoptive children, missing children all across the country, which number in the thousands!
Was my former nanny a baby broker, planted in my house, to pose as a caregiver to these children, in order to substitute herself as an adoptive parent, to profit from the sale of these children? I believe that Foster Children are being targeted for this very reason!
In conclusion I am here today to present our Committee's written recommendations to protect our nation's foster children from becoming victims of child trafficking rings who often send in fake nanny's to procure custody of foster children.
This case has had the active support of Colorado Senator Wayne Allard, Colorado State Senator Rob Hernandez, and California Senator Diane Feinstein. Senator Feinstein has personally contacted US Attorney General John Ashcroft twice, however, she also has never received any reply. No One Has Been Able To Verify Whether These Children are Unharmed or Not! This has been consistently true for over EIGHT YEARS!
We implore that you conduct a proper investigation into all of these matters brought before you today.
It is important to Reform the following areas
1. Confidentiality Code … an article on ABQ journal .com states ‘Secrecy thwarts oversight of agency protecting kids. Too often, in too many states, confidentiality laws have been used to protect the agency from accountability rather than protecting children’ writes Heather Wilson. There needs to be an Independent Oversight Committee created
2. Improved Background Checks to screen out child traffickers from finalizing fraudulent adoption. In Florida, a more vigorous background check would have identified Rilya Wilson’s caregiver of food stamp fraud. Yet, she was designated by Social Services as an appropriate adoptive parent for Rilya. These headlines appeared in the Denver Post, “Convicted Criminals have been approved as foster parents’. And ‘Abuse cases fail to bring state sanctions.’
3. A task force could be created to investigate any and all allegations of foster children abductions and trafficking.
4. Greater coordination and collaboration between representatives from several agencies in states across the country. The Interstate
5. Compact Agreement needs reform. I requested Denver Social Services to initiate this for the twins and they agreed they would once parental rights were terminated, but they failed to do so.
5. We are also proposing a new Federal Bill called 'The Foster and Adoptive Children's Trafficking Prevention Bill'.
6. Birth parents already have rights. Now we need to insure that adoptive parents also have certain rights as they commence the adoption process of foster children. We recommend the ‘Adoptive Families Bill of Rights’
7. Every single foster child needs to be accounted for, their whereabouts known, and their safety verified. On July 4, 2002, Tallehassee.com reported 988 foster children could not be accounted for in Florida. September 27, 2002, LA County reported that it could not account for 740 foster children in it’s care. Shortly after, Michigan announced 300 foster children were missing from their system. Michigan became the first state to put their photos up on a website. We recommend this procedure for every state.

In the words of Patrick Henry, "We are apt to shut our eyes against a painful truth…for my part, I am willing to know the whole truth, to know the worst and to provide for it. "My hope is that by following the trail of what happened to my beautiful twins, we may not only be able to locate and rescue them and other abducted foster children, but we can build mechanisms into our system where vigorous investigation of all allegations of child trafficking will prevent future foster children from abduction, abuse, sexual exploitation or being killed.
We all know the reason that Social Services clings so tightly to their confidentiality codes, yes they protect innocent foster children, but in addition, they protect Social Services from accountability when serious mistakes are made and children are harmed, sexually abused and sold, they do not want to be sued. On October 23, 2003, I filed a written request with the Colorado’s DA’s office handling my husband’s homicide case to investigate these alarming child trafficking allegations and contact me when they were able to rule out my former nanny and her attorney as suspects in this case. I received no response. So on December 11, I sent a follow-up letter, and again, I have not received a single response. I asked Kristine Koelner, an investigator with CBI to tell me how or who would be investigating the child trafficking allegations and she replied ‘I do not know’. Does that mean nobody? Why have I received no response from anybody except a short email from CO Lt. Governor Jane Norton, who referred us to contact a woman at social services, however, when we called, the woman was not longer working there.

I am not here out of my own pain, for yes I have missed my twins with a depth that you cannot comprehend, but I am here to I insure that no other adoptive family has their rights violated in this way. And no foster child should have their civil rights violated. I feel it is appropriate at this time to request once again, what has been requested by Diane Feinstein, by Ted Gunderson and others, that an investigation take place, by a grand jury, an independent oversight committee or a by blue ribbon panel, to determine not only what exactly has happened to twins Darius and Patricia but why all of the requests submitted have been ignored and denied and met with a wall of silence.
According to Sergeant Valdemar, children who have been exploited in pornography and satanic ritual are often conditioned, threatened, given drugs to cause memory loss and deterred with threats such as ‘we have planted a bomb inside you and if you tell anyone, it will explode and you will die, or that your loved ones, friends, or pets will be killed, etc.
So in order to investigate these severe abuse allegations, professionals with prior experience in these types of cases need to be consulted. An excellent resource is the Children at Risk video, narrated by Actor mike Farrell which we are including in our ‘Every Child Safe Campaign’ resource package to be made available to law enforcement agencies, Social Services agencies, and therapists and those in political office responsible for overseeing of the foster care system.
What happened to the twins? We need to find out what exactly Judge Max meant by the wagons have been circled around David’s children? There was no one left standing up for the safety of the twins. Are they now in the hands of the very group of individuals that murdered their adoptive father? Judge Max had stated that they were abducting children for the purpose of child pornography, and additionally twins were highly sought after for satanic ritual abuse and pornography. Unless a thorough investigation is done, this type of illicit, and exploitive activity will most certainly continue, and fake nannies, and unscrupulous attorneys and child traffickers will undoubtedly infiltrate our federal child protective agencies.
I thank you for listening to me and I know this is disturbing information to hear and process. It is only by opening our eyes to the entire picture, that we gain the knowledge and insight to protect every child.
